BALTIMORE CITY DEPARTMENT OF PUBLIC WORKS, WINTER STORM EMERGENCY SNOW AND ICE REMOVAL

In February 2026, following a major winter storm, James W. Turner Construction, Ltd. (JWTC) was engaged by the Baltimore City Department of Public Works to support emergency snow and ice removal operations across the City. JWTC delivered continuous, 24‑hour services focused on rear alley snow clearance, night salt operations, and snow haul‐off support to maintain sanitation access, service routes, and emergency response capabilities citywide.

Operating under City‑defined sector assignments and priority zones, JWTC implemented a structured day‐ and night‐shift model to ensure uninterrupted production and rapid response to changing conditions.The primary objective of the operation was to keep rear alleys passable for sanitation collection and essential services while supporting Baltimore City’s broader snow relocation and disposal strategy.

JWTC deployed a large, coordinated fleet of equipment and personnel, including 369 skid steers operating continuously across assigned sectors, wheeled loaders for snow relocation and loading support, dump trucks for 24‑hour snow haul‐off to City‐approved disposal and stockpile sites, and dedicated salt trucks for overnight ice control. Rear alley clearance was sustained around the clock, with day shifts focused on primary clearing, widening passes, and opening choke points, while night shifts emphasized continued clearing, prevention of refreeze conditions, and targeted salt application in priority areas.

Snow haul‑off operations operated concurrently, with dump trucks cycling continuously between sector collection points and designated disposal locations as directed by City leadership. These efforts helped alleviate snow accumulation, supported ongoing clearing operations, and maintained overall system capacity during extended storm recovery.

JWTC provided continuous field supervision throughout the operation to maintain command, control, and accountability across all shifts and sectors. Supervision coordinated sector assignments, monitored production rates, managed redeployments, oversaw logistics and equipment support, and adapted operations in real time based on City priorities and field conditions. Regular reporting and operational updates were coordinated with Baltimore City to support situational awareness, resource tracking, and operational decision‑making. Through disciplined execution, large‑scale resource deployment, and sustained 24‐hour operations, JWTC successfully supported the City of Baltimore’s emergency snow and ice management response, helping restore and maintain critical access for sanitation, services, and emergency response during and after the winter storm.
